Governor Seyi Makinde has yet to fulfill the promise he made during the Passing Out Parade of the AMO D Forest Rangers on November 21, 2024. At that event, he pledged to issue appointment and confirmation letters, assign official ranks, and implement a pension system with gratuity benefits for all AMO A and AMO D personnel. As of today—five years later—no operative of the Oyo State Amotekun Corps has received an appointment letter, confirmation letter, or official recognition as a public servant.
The Amotekun Corps, founded on January 9, 2020, in Ibadan, Oyo State, is the first regional security outfit established by the South-West Governors to combat insecurity in the region. Despite their pivotal role in ensuring safety and order, the operatives continue to work under uncertain and unrewarding conditions.
Governor Seyi Makinde is known for being a listening leader, and I appeal to him to hear the cries of the Oyo State Amotekun Corps operatives. These personnel deserve protection and job security. Issuing official appointment and confirmation letters, establishing a proper ranking system, and instituting a comprehensive pension and gratuity structure are not privileges—they are rights that should be upheld by the state government.
Unfortunately, the current leadership under Col. Olayinka Olayanju has been oppressive. He is often described by operatives as a dictator, and concerns have been raised over the fact that he is not an indigene of Oyo State. One wonders, Mr. Governor, if Col. Olayanju would be comfortable with his own children or relatives serving under such insecure and unofficial terms—working without appointment letters, ranks, or future guarantees as true public servants.
Key Areas That Require Urgent Attention for Reforming Oyo State Amotekun Corps:
1. Replace the current Commandant, Col. Olayinka Olayanju, whose tenure is long overdue, with a qualified retired officer from the Police, DSS, or NSCDC.
2. Immediate issuance of appointment letters to all Amotekun operatives.
3. Issuance of confirmation letters to affirm their employment status.
4. Establish a formal ranking and grading system within the Corps.
5. Introduce a pension scheme and gratuity benefits for long-term service.
6. Develop an operational manual/code of conduct to guide ethical and professional standards.
7. Recognize academic qualifications during retirement and promotion exercises.
8. Integrate Amotekun operatives into the Oyo State Civil Service structure.
9. Create departments and zonal offices to decentralize operations and improve service delivery.
10. Stop the dual role of Col. Olayinka Olayanju as both Commandant and Chairman of the Board—this concentration of power is inappropriate.
11. End the forced traditional oath-taking rituals allegedly imposed by Col. Olayanju on operatives.
Conclusion:
Based on information gathered from within the Corps, many Oyo State Amotekun operatives are deeply dissatisfied with the current administration but are afraid to voice their concerns for fear of unlawful or disgraceful dismissal.
Therefore, we urgently call upon the following authorities to act:
Governor Seyi Makinde
The Oyo State House of Assembly
The Oyo State Head of Civil Service
The Attorney General of Oyo State
The Ministry of Establishments
The Amotekun Board of Governance
We urge you to use your constitutional powers to enforce professional administrative standards in the Oyo State Security Network Agency (Amotekun Corps) in accordance with the Agency Law of 2020.
Alternatively, the extant regulations of the Oyo State Civil Service Commission should be imposed, as clearly stipulated in Section 39(3) of the Oyo State Security Network Agency Law 2020.
This is a matter of justice, security, and governance. The time to act is now.
